Modelo aplicado a soluciones Business Intelligence para dar soporte a la toma de decisiones de la gestión tributaria de una municipalidad distrital

Abstract

La presente tesis tiene como finalidad resolver el problema de información que tienen las municipalidades con respecto a la Administración Tributaria que es la principal fuente de financiamiento para su presupuesto en personal y recursos materiales.

El objetivo es resolver el problema que se encontró durante el proyecto de la tesis que es la falta de un método que permita implementar la toma de decisiones a partir del analisis de indicadores y reportes; esto es llamado Business Intelligence (BI) que brinde información a tiempo y que esta sea real de la situación con los contribuyentes, deudas, crecimiento poblacional, etc. y qué se ajuste a la normativa con la que trabaja las municipalidades distritales. Es por esto que he creado un modelo llamado Gobierno Inteligente.

Se estudió dos metodologías por ser las más conocidas y estudiadas, la Metodología de Kimball y la Metodología de Cognos, el estudio de estas dos metodologías permitió aprovechar lo mejor de estas y de esta manera facilitar a las áreas de sistemas los procedimientos de implementación de herramientas BI en las municipalidades, después de tener lo mejor de ambas metodologías se estudió los procesos de la Administración Tributaria para conocer sus requerimientos funcionales, su necesidad de información y procesos de trabajo que en combinación con la metodología permitió tener un mejor panorama del nuevo método y su implementación.

El resultado final muestra una propuesta metodológica de Inteligencia de Negocios, adaptada a la realidad nacional y al rubro de Administración Tributaria de las municipalidades distrital, para ser aplicadas con mayor éxito en este tipo de proyectos.

El método, será aplicado en una municipalidad para contrastar la hipótesis de implementación de soluciones BI que den soporte para que el trabajo de la Administración Tributaria.

The purpose of this thesis is to solve the problem of information that municipalities have regarding the tax administration that is the main source of financing for their budget in personnel and material resources.

The objective is to solve the problem that was found during the thesis project, which is the lack of a method that allows the implementation of decision making based on the analysis of indicators and reports; this is called Business Intelligence (BI) that provides information on time and that this is real of the situation with taxpayers, debts, population growth, etc. and what is in accordance with the regulations with which the district municipalities work. That is why I have created a model called Smart Government.

Two methodologies were studied because they are the best known and studied, the Kimball Methodology and the Cognos Methodology, the study of these two methodologies allowed to take advantage of the best of these and in this way to facilitate to the areas of systems the procedures of implementation of tools BI in the municipalities, after having the best of both methodologies was studied the processes of the Tax Administration to know their functional requirements, their need for information and work processes that combined with the methodology allowed to have a better overview of the new method and its implementation.

The final result shows a methodological proposal of Business Intelligence, adapted to the national reality and to the area of Tax Administration of the district municipalities, to be applied with greater success in this type of projects.

The method will be applied in a municipality to contrast the hypothesis of implementation of BI solutions that support the work of the Tax Administration.
