Aplicación del cuadro de mando integral para acrecentar significativamente la gestión de la gerencia de infraestructura y desarrollo urbano rural de la Municipalidad Provincial de Pacasmayo 2019 – 2022

Abstract

La presente tesis titulada “Aplicación del Cuadro De Mando Integral para acrecentar significativamente la gestión de la Gerencia de Infraestructura y Desarrollo Urbano Rural de la Municipalidad Provincial de Pacasmayo 2019 – 2022”, tiene como asunto primordial el monitorear y controlar las estrategias aplicadas en el Plan Estratégico Institucional de la Municipalidad Provincial de Pacasmayo 2020 - 2022, para ver si se cumplen desde diferentes perspectivas o diferentes ámbitos, optimizando de esta forma la Gerencia de Infraestructura y Desarrollo Urbano Rural; así como también las Gerencias y Sub Gerencias restantes, obteniendo de esta manera un mejor beneficio para toda esta provincia. En tal sentido nos preguntamos ¿Acrecentará significativamente la gestión de la Gerencia de Infraestructura y Desarrollo Urbano Rural de la Municipalidad Provincial de Pacasmayo 2019 – 2022 aplicando el Cuadro de Mando Integral?; utilizando para ésta tesis el Método Inductivo y una Investigación Aplicada con Nivel Predictivo y de Diseño de Contrastación Pre Experimental – Longitudinal, con ayuda de Técnicas de Observación No Conductiva, Cuestionario de Encuesta, Fichas de Resumen y Textuales. Se construyó el Mapa Estratégico reconociendo los 13 Objetivos Estratégicos de su propio Plan Estratégico en las 4 Perspectivas: “Gobierno y Comunidad”, “Financiera”, “Procesos Internos” y “Aprendizaje y Crecimiento”; estableciendo en todos sus Objetivos Estratégicos sus propios Indicadores, Inductores e Iniciativas (determinando los Impactos Mayores); después mediremos las metas correspondientes y valoraremos cada indicador alcanzado por medio del semáforo de acuerdo a lo establecido en cada metas con su fecha correspondiente, para luego graficarlos en barras estadísticas, definiendo así los Reportes Estratégicos de objetivos, indicadores e iniciativas. Mostrando una respuesta última de acrecentamiento superior al 25% en la Efectividad de la Gestión de la Gerencia de Infraestructura y Desarrollo Urbano Rural y de toda la entidad, demostrando que si influye de manera significativa; contribuyendo esta tesis a la gestión Municipal monitoreando sus estrategias para tomar mejores decisiones y sirviendo a otras entidades del estado que requieran implementar el C.M.I.

The present thesis entitled “Application of the Balanced Scorecard to significantly increase the management of the Infrastructure and Rural Urban Development Management of the Provincial Municipality of Pacasmayo 2019 - 2022“, has as its main issue to monitor and control the strategies applied in the Plan Institutional Strategic of the Provincial Municipality of Pacasmayo 2020 - 2022, to see if they are fulfilled from different perspectives or different areas, optimizing in this way the Infrastructure and Rural Urban Development Management; as well as the remaining Managements and Sub Managements, thus obtaining a better benefit for this entire province. In this sense, we ask ourselves, will the management of the Infrastructure and Rural Urban Development Management of the Provincial Municipality of Pacasmayo 2019 - 2022 significantly increase by applying the Balanced Scorecard? Using for this thesis the Inductive Method and an Applied Investigation with Predictive Level and Pre-Experimental Contrast Design - Longitudinal, with the help of Non-Conductive Observation Techniques, Survey Questionnaire, Summary and Textual Sheets. The Strategic Map was built recognizing the 13 Strategic Objectives of its own Strategic Plan in the 4 Perspectives: “Government and Community“, “Financial“, “Internal Processes“ and “Learning and Growth“; establishing in all its Strategic Objectives its own Indicators, Drivers and Initiatives (determining the Major Impacts); then we will measure the corresponding goals and assess each indicator achieved by means of the traffic light according to what is established in each goal with its corresponding date, and then graph them in statistical bars, thus defining the Strategic Reports of objectives, indicators and initiatives. Showing a final response of increase of more than 25% in the Management Effectiveness of the Infrastructure and Rural Urban Development Management and of the entire entity, showing that it does have a significant influence; contributing this thesis to Municipal management by monitoring their strategies to make better decisions and serving other entities of the state that need to implement the C.M.I.
