Sistema de Seguridad y Salud en el Trabajo para reducir riesgos laborales en una empresa agroexportadora - Piura 2022

Abstract

A nivel mundial, los accidentes de trabajo forman parte de un entorno preocupante, y las cifras muestran que aún existe la necesidad de optimizar los sistemas de seguridad y salud en el trabajo para garantizar la vida, la salud, el bienestar y la integridad de todos los trabajadores, además se estima que el costo de cubrir las malas prácticas de seguridad y salud equivalen al 3,94% del PIB mundial anual (3.34 billones de dólares). Perú no es la excepción, ya que se registraron 27.978 notificaciones (entre accidentes mortales, accidentes de trabajo, incidentes peligrosos y enfermedades ocupacionales) aumentando un 19.50% respecto al año pasado (2020). En la ciudad de Piura muchos de los accidentes fueron producto de la ausencia de cultura de prevención de riesgos dentro de las empresas, que no cuentan con políticas, inducciones, capacitaciones, ni poseen un plan anual de seguridad y salud en el trabajo; y de permanecer de esta manera, los accidentes laborales perpetuarán en incremento, generando perjuicios humano y económico. Es por esto que la presente tesis de investigación tiene como objetivo desarrollar un Sistema de Seguridad y Salud en el Trabajo, basado en la Ley 29783 con el fin de reducir y gestionar los riesgos, acogiendo medidas preventivas para minimizar sus accidentes laborales y comprobar si tener un Sistema de Seguridad y Salud en el Trabajo, basado en la Ley 29783, permitirá reducir los riesgos laborales en una empresa agroexportadora. Como primer objetivo se realizó un análisis preliminar de la empresa, utilizando la lista de verificación de lineamientos para evaluar el cumplimiento de la empresa con la ley 29783; los lineamientos establecidos por la propia ley diagnosticaron que la empresa cuenta con 61 % de incumplimiento, lo que señala el incumpliendo la normatividad vigente. Esto nos refleja que, si no se toman las medidas de control necesarias frente a los problemas de seguridad y salud en el trabajo, los accidentes laborales dentro de la empresa aumentarán año tras año, sin embargo, asumiendo la implementación del Sistema de Seguridad y Salud en el Trabajo se obtuvieron resultados favorables en la reducción de riesgos laborales

Worldwide, accidents at work are part of a worrying environment, and the figures show that there is still a need to optimize work’s safety and health systems to guarantee worker´s life, health, well-being and integrity, It is also estimated that the cost about safety and health bad practices is equivalent to 3.94% of the annual world GDP (3.34 billion dollars). Peru is not an exception, 27,978 notifications were registered (including fatal accidents, work accidents, dangerous incidents and occupational diseases) increasing by 19.50% compared to last year (2020). In the city of Piura, many of the accidents were the product of the absence of a culture of risk prevention inside the companies, which do not have policies, inductions, training, or they don´t even have an annual plan for safety and health at work; and if it keeps this way, occupational accidents will continue to increase, generating human and economic damage. That is why this research Thesis has as an objective to develop a Safety and Health Work System, based on Law 29783 in order to reduce and manage risks, adopting preventive and corrective measures to minimize occupational accidents and also prove if having a Occupational Health and Safety System, based on Law 29783, would reduce occupational risks in an agro-export company. In the first objective, a preliminary analysis of the company was made, and to know the current state of safety and health at work, a checklist of guidelines was used to evaluate the company's compliance with Law 29783 (Peru); the guidelines established by the own law diagnosed that the company had a 61% non-compliance, which means that it has a big problem because of the procedures lacks required by current regulations. This indicates that if the necessary preventive measures are not taken against health and safety problems at work, occupational accidents in the company will increase year after year. Assuming the implementation of the Occupational Health and Safety System, favorable results were obtained in the reduction of occupational risks, which is why it is recommended that this system be implemented since it is presents benefits for the company
