Estrategia en la conservación periódica de la carretera de bajo volumen de transito, tramo Catac - Tunel Kahuish - Recuay - Ancash- Huaraz- Perú, para reducir costos de conservación

Abstract

El objetivo de la presente Tesis denominado “Estrategia en la Conservación Periódica de la Carretera de bajo Volumen de Transito, Tramos Catac – Túnel Kahuish – Recuay – Ancash – Huaraz – Perú”, es sugerir al Contratista Conservador incluir en sus actividades en la fase de Conservación Rutinaria o Puesta a Punto apoyados en su plana técnica llámese Gerente Vial, Ingeniero Residente, Planificador, Asistentes de Ingeniería, variando la cantidad de los técnicos con respecto a la longitud del Contrato a dar el SERVICIO ya que al llevar a cabo esta encuesta debe ser rápida y precisa, que no demore más de 01 día, apoyándose con la formación de brigadas afín de ubicar los tramos críticos que por efectos del afloramiento del agua a la superficie de la plataforma de la carretera se producen interrupciones del tránsito, transito restringido, causando malestar en los Usuarios, rompiendo de esta manera uno de los fines primordiales de este SERVICIO. Malestar producido por los trabajos de parchado, reparchado, y en forma continua y año tras año por el tiempo que estipule el contrato (para el caso del tramo Catac-Túnel Kahuish fueron 04 años 2012-2016). Se recomienda que en la formación de las brigadas; el técnico encargado de la organización de las brigadas, debe cerciorarse que en realidad los integrantes de las brigadas han asimilado las charlas de capacitación, ya que la selección del personal técnico que llevan a cabo este servicio han sido especialmente seleccionados. Una vez identificados los puntos de interrupción del tránsito, proyectar la construcción de subdrenes y que estos sean ejecutados en la fase de la Conservación Periódica.

The purpose of this so-called “Strategy in the Periodic Maintenance of Low-Volume Roads, stretch Catac – Kahuish Tunnel – Recuay – Ancash – Huaraz – Perú” thesis is to suggest to the Maintenance Contractor to include the Routine Maintenance or Tune-Up phase in his activities. This phase is carried out with the help of the technical staff such as the Road Inspector, the Resident Engineer, the Planner, the Engineering Assistant, varying the number of technicians with regard to the contract length of the SERVICE as the survey must be carried out quickly and accurately, with no more than one day’s duration. It is necessary to organize brigades in order to find critical stretches damaged by the effects of underground water flowing over the surface of the road platform, which causes disruption of the traffic service and restricted traffic that disturb users, thereby failing to meet one of our primordial aims of this SERVICE. This situation leads to disturbance on users because of the continuous works of patching and repatching made every year according to the duration specified in the contract (4 years in the Catac-Kahuish Tunnel stretch, from 2012 until 2016). It is recommended that the technician responsible for organizing brigades assures himself that the brigades members had really acquired the training sessions, since the selection of the technical staff responsible for this service have been especially selected. Once the sections of traffic disruption are identified, it must be designed the construction of sub-drainages which have to be executed in the Periodic Maintenance phase.
