Aplicación del programa de Incentivos y su Incidencia en la ejecución presupuestaria en la municipalidad provincial de Ascope, año 2019

Abstract

La presente investigación tuvo como objetivo demostrar la incidencia del cumplimiento de metas del Programa de Incentivos de la Ejecución Presupuestaria en la Municipalidad Provincial de Ascope, año 2019. Se realizo de acuerdo a la información recogida de la mencionada entidad. Se aplicó el diseño explicativo – causal donde se analizó las actividades de las metas del Programa de Incentivos propuestas, así mismo se aplicó el análisis de la guía de entrevista, donde se recogió información referente a la contribución que tuvieron cada una de las metas para lograr los objetivos Institucionales; también identificar el impacto que tuvo el Programa de Incentivos en la población. El procesamiento y análisis de datos se realizaron en Microsoft Excel mediante tablas de doble entrada para una mejor presentación. Asimismo, la ejecución de gasto en el cumplimiento de las cinco metas del Programa de Incentivos se alcanzó el 88.84% con respecto al Presupuesto Institucional Modificado. Por otro lado, según el cumplimiento de metas del Programa de Incentivos obtuvo un reconocimiento económico de 1,504,841.50 soles entre las variables del Programa de Incentivos y la Ejecución Presupuestal; lo que representa un 80.00% de recursos obtenidos en referencia al gasto efectuado. Para validar la prueba de hipótesis se ha utilizado el coeficiente de correlación de Pearson mediante la cual se concluye que el programa logra una incidencia positiva en un 0,99 en la Ejecución Presupuestaria en el año 2019. Los resultados obtenidos demuestran que la entidad llego a cumplir las metas del Programa de Incentivos obteniendo como resultado final el importe de 1, 887,331.00 soles, como incentivo económico en favor de la población y de la Municipalidad Provincial de Ascope. La conclusión final del presente trabajo es que el Programa de Incentivos incide positivamente en la Ejecución Presupuestaria y permite a la población a tener acceso a bienes y servicios públicos de calidad.

The objective of this research was to demonstrate the incidence of meeting the goals of the Budget Execution Incentive Program in the Provincial Municipality of Ascope, year 2019. It was carried out according to the information collected from the aforementioned entity. The explanatory-causal design was applied where the activities of the proposed Incentive Program goals were analyzed, likewise the analysis of the interview guide was applied, where information was collected regarding the contribution that each of the goals had to achieve Institutional objectives; also identify the impact that the Incentive Program had on the population. Data processing and analysis were carried out in Microsoft Excel using double entry tables for a better presentation. Likewise, the execution of spending in the fulfillment of the five goals of the Incentive Program was reached 88.84% with respect to the Modified Institutional Budget. On the other hand, according to the fulfillment of the goals of the Incentive Program, it obtained an economic recognition of 1,504,841.50 soles between the variables of the Incentive Program and the Budget Execution; which represents 80.00% of resources obtained in reference to the expenditure made. To validate the hypothesis test, the Pearson correlation coefficient has been used, whereby it is concluded that the program achieves a positive impact of 0.99 in Budget Execution in 2019. The results obtained show that the entity achieved the goals of the Incentive Program, obtaining as a final result the amount of 1, 887,331.00 soles, as an economic incentive in favor of the population and the Provincial Municipality of Ascope. The final conclusion of this work is that the Incentive Program has a positive effect on Budget Execution and allows the population to have access to quality public goods and services.
